Transmission Siting Gets Attention: The Department of Energy (DOE) recently announced its intention to work more closely with the Federal Energy Regulatory Commission (FERC) to carry out its enhanced transmission siting authorities provided under the Energy Policy Act of 2005 (EPAct 2005). Additionally, on October 4, a new multi-agency effort, the Rapid Response Team for Transmission , was announced to increase cooperation among federal agencies and accelerate federal approvals of electrical transmission projects that impact federal lands, beginning with seven projects totaling more than 3,400 miles. Finally, on October 27, Rep. Jim Sensenbrenner (R-WI) introduced legislation that seeks to clarify federal backstop siting authority for interstate transmission projects granted to FERC in EPAct 2005. HR 3280, provides the authority even if a state actively denies the permit, assuming a number of conditions are met. NEMA has been outspoken about and has advocated for streamlined transmission siting processes and regulations in order to reduce grid congestion, improve the delivery of power, and facilitate new transmission infrastructure as well as construction and related domestic jobs.
